Acceptable Use Policy

The rule this policy is built on

A connection the product infers between two records is a research signal. It is a reason to go and look at the underlying documents. It is not a finding, and treating it as one is the misuse this policy is most concerned with.

Prohibited uses

Decisions about individuals

718 Interchange is not a consumer reporting agency, and its output is not a consumer report under the Fair Credit Reporting Act or any comparable law. You may not use the service, in whole or in part, as a factor in establishing a person's eligibility for:

• credit, lending or insurance;
• employment, promotion, retention or contractor engagement;
• housing, tenancy or a rental application;
• a government licence or benefit;
• any other purpose for which a consumer report is required by law.

Assessing a company as a counterparty — a bidder, a subcontractor, a vendor, a borrower — is a normal and intended use. Screening an individual person is not.

Harassment, exposure and safety

• Do not use the service to harass, stalk, threaten or intimidate anyone, or to locate a person for those purposes.
• Do not compile or publish dossiers on individuals, or present public-record data as an accusation against a named person.
• Do not use the service to identify or expose the individuals behind an entity where no public record names them. The product will not tell you this, and inferring it and publishing it is prohibited.

Misrepresentation

• Do not present an inferred relationship as a recorded fact, or a calculated total as a verified one, to a client, a court, a regulator, a counterparty or the public.
• Do not describe our output as a title search, a lien search, a compliance certification, a licence verification, or an official record. It is none of those.
• Do not represent yourself as affiliated with Seven One Eight Systems, or with any government agency, on the basis of using the service.
• Do not strip a figure of the source and date attached to it and then republish it as current.

Technical and commercial

• No scraping, crawling, or systematic automated extraction; no circumventing rate limits, access controls or product entitlements.
• No reselling, redistributing or sublicensing the service or bulk extracts of it, and no building a competing data product from it.
• No account sharing, and no access for users your subscription does not cover.
• No probing, load-testing or interfering with the service or its infrastructure without our written permission.
• No use of the service to send unsolicited bulk email, or in a way that breaches anti-spam or telemarketing law.

Unlawful use

Do not use the service to break the law, to facilitate discrimination prohibited by fair-housing or fair-lending rules, or in breach of the terms under which a source agency publishes its data.

What we ask of you instead

• Verify before you act. Every record links back to the agency posting it came from. For a material decision, that document is the thing to rely on.
• Carry the caveat. If you pass on a connection built by name matching, pass on the fact that it was matched, not recorded.
• Report bad matches. Email us the record’s identifier when a record is grouped with the wrong company. It makes the data better for everyone, including whoever is on the wrong end of the match.

Enforcement

We may investigate suspected breaches and may suspend or terminate access for a serious or repeated one, as set out in the Terms of Service. Where circumstances allow, we will raise the problem with you before acting.
